Question on 1.1.4 commits

Nick, since 1.1.3 has not out yet.  Should all JIRAs resolves as 1.1.4 be
marked 1.1.3?

I saw Sean moved a bunch of 1.2.1 to 1.2.0.  I just wonder whether we need
to do the same for 1.1 line.
