HBASE-15933 fixed the NullPointerException bug.
When there is one or more region whose RegionLoad cannot be retrieved, the
average region size may be incorrect.
We should not use tableRegions.size() as denominator - the number of regions
whose RegionLoad can be retrieved should be used.
