RSRpcServices#get() convert the GET to SCAN without
scan#setLoadColumnFamiliesOnDemand. So it causes two disadvantage:
1) inconsistent behavior of Get and Scan which add the empty FilterList. No
data is retrieved from SCAN. see [HBASE-16729

2) unable to read CF data lazily for GET operation.
