[~mantonov] pointed me to the failed TestClusterId in Jenkins 1.3 build.
I ran the test locally with Java 8 and consistently stumbled over timeout in
starting the mini cluster:

It turned out that htd for hbase:namespace table was null.
Once the NPE is fixed, the test passes.
