testRegionSplit and testRegionMerge were temporarily disabled by HBASE-16975.
This was after HBASE-14551 went in - daughter regions may be assigned to other
RS than the server parent region resided.
This issue is to find proper way of tracking parent-daughter relationship
during split and re-enable these subtests.
