Making an RC needs an update.
For example, our [~psomogyi] just noted that the .sha files we make are hard to
verify (our script in the refguide has us making them w/ gpg which dumps a tex
output in a format shasum can't read...).
Other areas are our reference to old scripts and steps no longer needed. Fix
next time any of us does an RC
