Triggering Jenkins?

Hi guys,

How to we trigger Jenkins on a JIRA?

https://issues.apache.org/jira/browse/HBASE-15320 as the file. Before there
was a "submit patch" button, but I don't see it anymore. What's the new way
to trigger it?
