With the move from the ruby-based to java-based RegionMover implementation, it
appears that the case-insensitivity "feature" was dropped. If the user provides
a RS hostname in the wrong case, the class will fail to perform its actions.
DNS hostnames are case insensitive, so this would be nice to restore.
