You should now have the HBase project listed under "Jira administration" (I think it's the gear in the upper right) https://issues.apache.org/jira/plugins/servlet/project-config/HBASE/summary "Users and Roles" is where you add folks as contributors. Either "Contributors" or "Contributors 1" should work fine. The latter was added when we hit some scalability limit in an older version of JIRA around number of folks in a group.
