This is a follow-up ticket of HBASE-20566
* Create a {{rsgroup}} and assign {{hbase}} namespace to the new {{rsgroup}}
* Enable {{quota}} feature by adding the property hbase.quota.enable
and restarting {{hbase}}
* By listing the {{rsgroups}}, the {{hbase:quota}} will listed under the
{{default}} rsgroup.
