MetaScanner.metaScan 

 try (Table metaTable = new HTable(TableName.META_TABLE_NAME, connection, 
null)) {

should be changed to 

metaScan(connection, visitor, userTableName, null, Integer.MAX_VALUE, 
metaTableName)
