Not all of site is built from the main repo. Jenkins only overwrites the
stuff that is rendered from there.

For example, the version specific docs for older releases all only sits in
hbase-site and has to be manually updated by RMs.

I've been considering automating it so that I can lower the per-release
work of RMing, but it hasn't made it up to my available time yet.
