Sean Busbey reopened HBASE-21999:

This is breaking the website build. I'd guess the git version there is too old, 
which causes the same kind of failure we saw in the old docker image.

What do you think about an addendum that refactors things so we get the 
"Unknown" revision path in this kind of case? AFAIK the website doesn't care if 
the generated Version class knows what git revision it came from.
