* I'm a bit confused by the contents of `dev-support/create-release`,
introduced in HBASE-21998. You intend this to still be there, Stack?
Something necessary for the release process? If not, not a blocker, we
can clean up for next release.
* Spot checked files changed since 2.1.3, nothing API-compat concering
jumped out.
