Currently HBase SLB doesn't know about the physical capacity of region servers
and assumes that all the servers in the cluster are of same capacity. But in
reality cluster will have servers with different configuration. It will be a
good improvement if SLB can take into account the variations in the capacity
of different servers. Note that there is another ticket HBASE-11780 similar to
this to handle heterogenous clusters but to add a resource based load balancer.
