We refactored access checking so other components can reuse permissions checks
formerly encapsulated by the AccessController coprocessor. The new API is
AccessChecker. Currently it is marked Private but I propose to promote this to
LimitedPrivate(Coprocessor) with Evolving status.
Unless there is an objection I will make this change.
