2.1 documentation on the website still has 2.1.0 content.
Steps:
* remove everything from 2.1 directory in hbase-site repository
* download 2.1.5 binary tarball and copy the content of docs to 2.1
* run mvn site on rel/2.1.5, copy devapidocs and testdevapidocs to 2.1
