HBASE-22741 commit had to be changed for backport to branch-2.1 and branch-2.0;
we had to leave out check of hbase:meta server entries. Forgot to undo the test
the verified this feature so branch-2.1 and branch-2.0 have had this test
failing since commit of HBASE-22741. One line fix coming up.
