Summary: Collect Executor status info periodically and report to
metrics system

HRegionServer#startServiceThreads will start some Executors, but we don't have
a good way to know their status, such as how many threads pending, and how many
threads running. Can add an ScheduledChore to collect the information
periodically and report to metrics system.
