it's because yetus published a 0.11.1 release and our precommit job is still not using the dev-support script for caching artifacts in a way that fall back to the archive system.
https://issues.apache.org/jira/browse/HBASE-23236 would fix the symptom by updating us to use the current 0.11.1 release.
