Recently I was researching how HBase handles the interactions between setting
MinVersions and KeepDeletedCells = TTL, and I wrote a test to prove my
assumptions about the behavior were correct. There doesn't seem to be an
equivalent existing test in TestMinVersions, so I thought I'd contribute it.
