With the new procedure store that uses internal table for persisting procedures
state, there's no need for creating the old MasterProcWALs folder on fresh
installs. We should remove t from the list of dirs created by
_MasterFileSystem.createInitialFileSystemLayout,_ so that it does not trigger
an unnecessary conversion of procedure stores.
