HBASE-23055 Alter hbase:meta enables editing hbase:meta in hbase-2.3.0. The
patch includes constraint that prevents an operator accidentally deleting a
critical column family. This issue is about adding further constraints to
prevent possibly damaging configs. Per [~zhangduo], operator "...should not set
TTL on the column families, and also, you should not change the versions of
REPLICATION_BARRIER_FAMILY..."
