Currently the KeyPrefixRegionSplitPolicy and
DelimitedKeyPrefixRegionSplitPolicy are extends
IncreasingToUpperBoundRegionSplitPolicy, since we had changed the default split
policy as SteppingSplitPolicy, I thind it is better to change them to extends
SteppingSplitPolicy too.
