Summary: The table.jsp cost long time to load if the table include
closed regions

The reason is that, the compaction state of table need to iterate all regions
to call getRegionInfo, the default timeout for rpc is 5000ms, so if there exist
closed reigons, this line will be blocked for long time.

My proposal is add a timeout for it.
