Superclass CellComparatorImpl has static initializer META_COMPARATOR which
initializes sub-class MetaCellComparator, which could lead to deadlock while
loading class (similar in nature to HBASE-24896 , although not that complex).
We can break the dependency now before it becomes more complex (Splittable meta
work will most likely impact this code path).
