Backport for NamedQueue framework with slow RPC Log 
(HBASE-22978 with subtasks & HBASE-24718) is ready for review

In QA runs, I have also seen some of the known flakes that Andrew
listed yesterday, however there are some recent mapreduce large test
failures TestLoadIncrementalHFiles*, TestSecureLoadIncrementalHFiles
with timeout failures and are hard to repro locally (all passing). 
Just checked Bharath's PR and they are present there also, 
let me check if branch-2.3+ had any relevant test stabilization work done.

BalancerDecision (HBASE-24528) is in progress and once it lands in 
trunk, will start the backport work, in separate PR.
