In this unit test, it checks if all table regions assigned after balance, and
then assert for the RS group of regions.
But balance() uses aync move, so just checking if regions are assigned is not
enough.
All movement operations will create TransitRegionStateProcedure, so I think
using check for the number of active executors in MasterProcedureExecutor is
better.
