Wellington Chevreuil resolved HBASE-25393.

Resolution: Abandoned
We had decided to go with the approach implemented by HBASE-26187. That is
currently merged into master and branch-2. The ultimate alternative for splits
and merges with store file tracking will be implemented. by HBASE-26079.
