Resolution: Won't Fix
This change is too risky, too late in the release line of branch-2.3. In HBase
2.4+, we decouple the jetty dependency from that of Hadoop by way of the
hbase-thirdparty shaded library. In those versions, we can upgrade our jetty
dependency freely.
