Summary: Repro balancer behavior during iterations

All existing tests expect balancer to complete in one run. This misses
temporary imbalance or inefficiency during iterations on large clusters.
Recently we found such issues for cohosted region distribution. To repro the
problem and validate fixes, we need a test to simulate multiple iterations.
