Find this docker file when trying to upgrade all our docker files from ubuntu 
18.04 to 22.04.

While upgrading it to ubuntu 22.04, I think we could also improve it to start 
cluster for other branches and tags, i.e, the current stable release, which 
will be better for our end users.
