Recently while fixing an issue for a customer, I observed that the hbase master
keeps restarting because of missing hbase version file. When trying to fix the
issue using the hbck2 filesystem -f command, it kept trying to connect to the
hbase master as a pre-check for supported hbase versions, but as the master was
not up, the command never progressed beyond the connection creation step. It
seems unnecessary to check supported versions in filesystem command as it is
all offline checks.
