I didn't look back through the history to see if we omitted mention of a release version when the release notes section was empty. I think it's fine to point out the absence of release notes for a given version, but I don't feel strongly about it. Anyway, I recall we discussed removing release notes and changes from the product artifacts but I don't have that thread handy.
