The plan is to integration all core coprocessors into core but actually the
work is not fully done in 3.0.0, like AccessController, quotas, visibility
labels, bulk load replication, TokenProvider, etc.
So we are not likely to remove them in 3.0.0, and since these are all internal,
we are free to remove it any releases.
