The modern backup system stores bulkloaded HFiles so that we can back them up
during an incremental backup. If those HFiles are archived, we should upload
the archived HFiles when lookup for the original HFile fails.
At the moment, we are incorrectly re-trying to upload the original HFile even
though it doesn't exist.
