With HBASE-29614 merged, my local Java 21 test runs are green.
(TestThreadHandlerUsageQuota is failing, but that one also fails with Java
17 on my machines)

The next step is adding tests to run with JDK21.

Given our limited CI resources what do you suggest ?

Should we add Java 21 for the PR runs ?
Or would adding Java 21 to the nightlies be enough ?
