Summary: Separate hadoop3 backwards compatibility checks in
nightly job to new jenkins job

Now our nightly job only runs per 3 days, this is because running the full UTs
is the most time consuming work and in pre commit we will run related UTs so
typically we do not need to run all UTs everyday.
But for hadoop3 backwards compatibility jobs, since it is less time comsuming,
and we do not run it in pre commit job, we'd better run it more frequently to
see if there are any failures.
