h2. Problem
HBASE-30365 fixed this issue for \{{TableSnapshotInputFormat}}, but
\{{TableSnapshotScanner}} still includes the MOB pseudo-region when
\{{snapshotAlreadyRestored=true}}. Since HBASE-30336 no regular region
directory is created for this pseudo-region, scanning fails with:
{noformat}
java.io.IOException: Region directory does not exist:
.../<mob-region-encoded-name>
{noformat}
This also affects \{{VerifyReplication}} when a MOB peer snapshot is used.
h2. Fix
Skip \{{MobUtils.isMobRegionInfo(hri)}} in
\{{TableSnapshotScanner.isValidRegion}} and add a regression test.
