Summary: QuotaObserverChore may fail to retry enabling a table
after an enable operation fails

When a table moves out of a space quota violation with the {{DISABLE}} policy,
{{QuotaObserverChore}} transitions the table's quota snapshot to a
non-violating state and attempts to enable the table.
If the enable operation fails, updating the in-memory quota snapshot before the
table operation succeeds may leave the snapshot in the target state. On a
subsequent chore execution, the state transition may no longer be retried,
leaving the table disabled.
Expected Behavior:
If enabling the table fails, the quota snapshot state should remain consistent
with the unfinished transition so that a subsequent chore execution can retry
enabling the table.
Actual Behavior:
The in-memory quota snapshot may advance even though enabling the table failed,
preventing the expected retry.
