{\{BucketProtoUtils.toPB(BlockCacheKey)}} does not serialize the \{{archived}}
flag, although the recovery path reads it. The missing field defaults to
\{{false}}.
After a RegionServer restart, archived blocks restored from the persistent
BucketCache are incorrectly counted toward their original region's cached size.
