a new draft (619996) of the Bylaws will soon appear here:

The PMC Decision section includes "requesting Apache resources"
as a PMC decision, the mailing list example is gone from the
Community Decision section.
There are new sections on Release Labels and Code Review.
Oleg, I'm afraid these forestall the documentation of the
development process you wanted to write. But I'd like to
get the Bylaws done rather sooner than later, and it seems
that the code review should be included. The release labels
stuff is needed in the code review part. Please have a
_very_ close look on the new sections, I'm not sure that I
fully caught your view on these matters.
Everybody else, please have looks of arbitrary closeness
on random sections of the Bylaws at your discretion. I do
hope they are not only precise but also comprehensible.
If you find something that is not clear to you, please
let me know.
