That is because we are still using the version 2.0-beta-5 of the
maven-site-plugin, which is quite buggy (but less buggy than the
release
2.0-beta-6, though). Supposedly it is a known issue and it should be
addressed in the beta-7.
I think I've fixed this by linking explicitely to hc.apache.org/
index.html - at least it works locally with my setup.
