I have the following in my settings.xml:
<profile>
<id>clover</id>
<activation>
<activeByDefault>true</activeByDefault>
</activation>
<properties>
<maven.clover.licenseLocation>D:\eclipseworkspaces\main\clover.license</maven.clover.licenseLocation>
</properties>
</profile>
and the clover.license file is the one donated to the ASF.
