I think perhaps there's a misunderstanding.

The software I would include would be software that creates an instance in 
Amazon EC2 automatically.  In order to set up such an instance, a developer 
would need to provide their own Amazon credentials, for billing purposes.  If 
they happen to have an MSDN license also, and they provide that, Amazon charges 
them less.

Even though Apache developers are allowed a free MSDN license, we obviously 
could not distribute it in source code.  What I was proposing was merely just 
putting in the means to the test to accept such a license.  Hope that helps.
