If the same request (or redirects to the same location) is executed twice with
the same context, an exception is throw if the request redirects, follow
redirects is enabled, and circular redirects are disabled.
I would expect that circular redirects with only block redirects that
potentially may result in an infinite loop, not block requests to locations
that have already been requested (via a redirect).
