IBM Java has a Java System property that tells it to act like Oracle Java. 
Groan. This works:

{{java -Dcom.ibm.jsse2.overrideDefaultTLS=true ApacheGet 
https://www.sandbox.paypal.com}}

The relevant IBM Java documentation is:

I think this issue can be closed.
