ExpandableBuffer and enum?

Is there any reason the following is not an enum?

org.apache.hc.core5.http.impl.nio.ExpandableBuffer.INPUT_MODE
org.apache.hc.core5.http.impl.nio.ExpandableBuffer.OUTPUT_MODE
