[~ggregory] - the RFC 2396 vs 3986 argument IMHO doesn't make any sense. RFC
3986 represents the IETF consensus about how URIs work (as of *15* years ago,
BTW). RFC 2396 is dead. URIs are identifiers that are exchanged without a "RFC
version" context. Pretending that there is a "RFC 2396 URI world" doesn't
compute.
If there was a regression in RFC 3986, it should be reported to the IETF (see
<https://www.rfc-editor.org/errata/rfc3986>).
