For the other regression - I raised it on 2018-08-06. I had to provide the 
patch myself (not necessarily a problem, but it sets the barrier for correction 
higher, as not everybody can submit code themselves), and although the patch 
was merged 2018-08-08, the patch did not make it into a released 4.5.x patch 
until 4.5.7 was released 2019-01-20.

So sure, it got fixed.

But I'm not sure this addresses my concern. This is another case of a 
non-backwards compatible change being made in a patch release, that had direct 
impact on at least one user. Just this user was able to detect it in testing, 
able to publish a patch to fix it, and able to get it merged. The reality is 
that I used a locally patched version for over a year, because I gave up 
waiting for a 4.5.x patch to be released that had my fix, and I only discovered 
4.5.7 was released months later.
